POSITION: FINANCIAL ANALYST.

LOCATION: ABUJIA


The Financial Analyst is responsible for assisting the Associate Director for Operations and Finance with preparing and interpreting reports for all MSH projects in Nigeria in orderto assure project budgets are adequately monitored and trends or potential issues are identified in a timely manner. The information will ultimately be used by project management to make decisions and guide the projects.

For all MSH projects in Nigeria:
•  Understand and articulate the basic tenets of Internal Control and Generally Accepted Accounting Principles to other staff members as necessary
Learn basic A 1 10, A 122, A 133 (U.S. Government) Cost and Audit Principles. Working in close collaboration with the ADOF to monitor projeclbudgetsandpipeline expenditures. Create and interpret standard financial reports (Balance Sheet, Income Statement. Cash Flow). Prepare financial report for quarterly project reports to USAID. Prepare quarterly SF 269 Annex reports.
Monitor obligation expenditures and report monthly to COMU Director
Prepare, review and interpret monthly financial management reports lor COMU Director, and presenting findings or analysis to Project Directors as required.

•    Analyze reports prepared by other managers and officers, ic fuel reports, vehicles reports, telephone usage
analysis, etc.
•    Periodically review log books for vehicles, equipment maintenance, diesel usage for generator
•    PrepareadhocreportsasrequestedbyADOF,COMUDirectororUSAI0
•    Assist in budget preparation as necessary
•    Othertasksasrequestedbysupervisor

REQUIREMENTS:
1.    University Degree in Accounting or Business Management, or equivalent certification from a Business
Technical School
2.    Minimum 5 years experience as an Accountant or Auditor.
3.    Experience with USAID funded projects.
4.    Demonstrate good judgment anu sound financial "common sense".
5.    Understands the principals of adequate documentation and of audit, and performance necessary to ensure audit
compliance.
6.    Advanced written and verbal proficiency in English including business terminology.

Position: Accountant 92 Positions)
LOCATION; ABUJA

The Accountant is responsible for assisting the Finance Manager with safeguarding the assets (financial and physical) of MSH and ultimately the US Government or other donors against fraud, loss or misuse. The Accountant is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy and any cost principles imposed by the donor agency. The Accountant is aware of, and adheres to MSH's procurement integrity standards ia all activities.

QUALIFICATIONS
1. University Degree in Accounting or equivalent certification from a Business Technical School
2. Experience as an Accountant or understanding of key aspects of accounting, experience with US government
projects will be helpful.
3  Proficiency in Microsoft Office programs, especially spreadsheet or comparable software.
4.    Ability to use basic accounting software(i.e. QuiekBooks)
5.    Willingness to travel (30%) within NigeriaRegularly as required

POSITION: FINANCE MANAGER .

The Finance Manager is responsible for assisting the Associate Director for Finance and Operations with safeguarding the assets {financial and physical) of MSH arid ultimately the U.S. Government or other donor against fraud, loss or misuse. The Finance Manager is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency. The Finance manager will be responsible for ensuring that the accounting unit functions effectively in all financial matters, directly supervising accounting staff and providing oversight to all accounting management issues.

SPECIFIC RESPONSIBILITIES

  • Understand and articulate the basic tenets of Internal Control and Generally Accepted Accounting Principles to other staff members.
  • Develop tools to use to train staff in proper financial record keeping procedures and procurement integrity.
  • Lead the process of ongoing improvement of financial systems and internal controls.
  • Implement standard MSH procedures to manage and monitor the financial resources of the project office. This includes: ensuring that ail payments comply with MSH rules and regulations and are supported by adequate documentation
  • Learn and apply basic A110, A122.A133 {U.S. Government) Cost and Audit Principles.
  • Enter transactions in accounting system (Quick Books), assuring detailed menos, proper charge codes, account codes and job tracking.
  • Create journal entries, assuring a!) entries are properly coded, charged to the proper account codes and jobs.
  • Working in close collaboration with the ADOF to prepare and monitor project budgets and pipeline expenditures.
  • Estimate upcoming cash needs and accrue expenditures as appropriate';
  • Reconcile bank accounts and prepare field expenses.
  • Create and interpret standard financial reports (Balance Sheet, Income Statement. Cash Flow).
  • Establish internal systems for purchase approval and asset use that ensure adequate internal control. Ensure that all paid invoices agree with supporting documentation, including price quotes, purchase orders and shipping receipts.
  • Provide an audit interface between MSH Corporate Accounting, MSH external audit firms and donor auditors.
  • Train, manage, supervise and support accounting office staff.

Position: Associate Director for Finance and Operations

LOCATION: Abuja

The Associate Director for Finance and Operations oversees the overall accounting and office operations functions for all projects and programs operating in the office. This includes accounting, financial analysis and reporting, travel and logistics, and general office management and administration.
The Associate Director for Finance and Operations safeguards the financial and physical assets of MSH against fraud, loss or misuse by ensuring that sound internal controls are implemented and enforced. He/She ensures that any money expended is done in accordance with Oenerally Accepted Accounting Principles, MSH Policy, and any cost principles imposed by MSH or a donor agency.
He or she must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and MSH's mission.

Specific Responsibilities

  • Maintains oversight over finance and operations responsibilities including accounting, inventory, transport, logistics, office administration and facilities management.
  • Establish and maintain systems tor purchase approval and asset use which ensure adequate internal control, in accordance with MSH standard operating procedures for finance and accounting.
  • Assure field office finance and operations are well managed and applying all MSH policies and procedures.
  • Establish and communicate office operations standards to MSH staff and consultants.
  • Ensure that all local and regional purchases are as per the defined threshold, and maintain tracking and documentation systems that will facilitate future processing, payment and audit requirements.
  • Ensure that all local tax laws and regulations are strictly adhered to and taxes are paid to the tax authorities as prescribed by law.
  • Provide an audit interface between MSH Corporate Accounting, Internal Auditors, External audit firms and donor auditors.
  • Oversee preparation or prepare and interpret standard financial reports per MSH requirements; specialized reports for COMU Director, Program Directors and/or Country Director, and any required reports from USAID and other donor agencies,

 

QUALIFICATIONS:

1.    Masters level degree in Accounting or Business Management,
2.    10 or more years experience in finance and business management, with at least. 3 vears at a senior management level.
3.    Experience in US AID project accounting and operations .management.
4.    Ability to work independently, take initiative and to meet deadlines with attention to detail and quality.
5.    Demonstrated knowledge and experience in broad-based office management functions, especially financial management.
6.    Excellent interpersonal skills, demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants, including Headquarters staff, upper management and clients.
7.    Written and spoken English fluency mandatory.
8.    Demonstrated computer skills in word processing, database, presentation, and spreadsheets (Microsoft Office preferred.)
9.    Demonstrated experience in accounting software.
